Leelanau County Housing Development Programs

Since 1994, Leelanau County has administered low-income housing programs through the Michigan State Housing Development Authority (MSHDA). As of October 2006, the county has received over $3.88 million dollars in grants, loans and other funds. The money has been used to construct new homes and rehab or replace existing homes. Over 106 homes have been renovated or constructed for qualified homeowners and homebuyers.

Since 2002, the Leelanau County Planning and Community Development Office has completed six family homes with four in the Community Land Trust (CLT) . The CLT homes are located in the New Neighborhood in the Village of Empire ( see photo above). The homes sold for $ 110,000.00.  Six more homes are in the planning or construction stage. 


On April 19, 2007,  construction began on the Provemont Pines Condominiums at 532 S. St. Joseph St in Lake Leelanau.  Known as the Provemont Pines Condo’s,  the three bedroom, one and ½ bath units are 1280 Sq. Ft. Each unit and will have a garage,  10x20 deck, a new appliances.   ( no washer and dryer)    The units are expected to sell for $ 93,000.00 to $ 95,000.00 to eligible families.    See plans on this page.   Contact Ron Crummel at 231-256-9812 for information. 

 


  

In the Summer of 2007, construction will begin on  two new homes in the Village of Suttons Bay. The three bedroom two bath homes will be located in  the Hills of Bayview Development in the NorthWest corner of the village.   Details to follow.  

 


To be eligible to buy a home, families must meet certain income criteria and be able to obtain their own financing with a mortgage from a bank or mortgage company.  A minimum of 1% of the sale price in homebuyer cash is required. Homebuyers must be willing to participate in the Community Land Trust program, applicable for some homes.  (CLT- see link below for Homestretch Inc.)

The Planning & Community Development office works with loan programs through Rural Development and MSHDA to coordinate home improvement loans for county homeowners. Homeowner's must meet income guidelines and the homes must be the primary residence of the applicants. The information provided on the application is verified through credit reports, employment checks and bank verifications. All information is kept confidential. Interest rates range from 0% to 3% based on household income and program guidelines. 

 

The County also works with two other loan programs, MSHDA and Rural Development.   The qualifications and criteria varys by program but the county staff can coordinate and assist homeowners in the loan application and  rehab construction process.  Information on each loan program is available at the office. 

Rehabilitation work can include septic systems, wells, windows & doors, siding, roofing, electrical & plumbing, etc. An application can be printed from the documents shown below (r2)
