Welcome to the latest version of the Leelanau County Community Center website. This new site was officially launched on September 11, 2006. This site was developed to offer a new level of participation and communication for all Leelanau County residents and visitors.
Capital Improvements Program (CIP) is a proposed schedule of public projects and improvements to be built or completed by a community’s government over the next few years. The CIP an effective way to implement the community’s comprehensive plan, and is instrumental in helping a local government realize its budget policies. The creation of a county-wide CIP was one of the policies recommended by the Leelanau General Plan.
The Leelanau County Board of Commissioners directed the County Planning Commission to prepare a county-wide CIP beginning in March of 2001. The Planning Commission based the CIP on the policies of the County Board, goals of the General Plan, information from County personnel, and information gathered from the County Facilities Srategy/Long Range Plan (Working Paper #14 of the General Plan). The CIP was drafted and then forwarded to the County Board, who adopted the CIP as a working document on February 19, 2002.
The adopted CIP will be used as a management tool for the county budget and planning processes. The CIP will help to achieve maximum use of taxpayers’ dollars, encourage more efficient governmental administration, aid in grant processes, and help to maintain a sound financial program.
Using the CIP The CIP is divided into three sections. Part I, Overview, provides background information and summarizes the process used to develop the CIP. Part II, Existing Capital Facility Inventory, provides brief narratives of the county’s existing facilities and a corresponding summary chart.
Part III, the Recommended Capital Improvements Plan, provides information on proposed capital improvements over the next six years. Descriptions of the proposed projects include information on the need for the improvements as well as the Priority Group, Planning Context, Evaluation Criteria, Scope of Work, Estimated Total Cost, and the Basis for the Cost Estimate.
The CIP was last updated by the Leelanau County Planning Commission in 2005 and the changes were approved by the County Board of Commissioners on April 18, 2006. The revised CIP is available below in PDF format.
