CALL TO ORDER:  5:15 p.m.

APPROVAL OF THE MINUTES:

 

MOVE BY CATTON SUPPORT BY BAHLE TO APPROVE THE MINUTES AS PRESENTED.

APPROVAL OF THE AGENDA:

 

MOVE BY BAHLE SUPPORT BY HERMAN TO APPROVE THE AGENDA AS PRESENTED.

Fire Board:

 

Bahle stated the following items were discussed at the meeting:

Ÿ         Employee Paula Grezeszak granted step increase

Ÿ         Three employees off probation

Ÿ         Three employees on duty at all times

Ÿ         2% grant request from GTB for electronic media and brush truck

Ÿ         Started talks regarding chief succession

Ÿ         Final audit acceptance

Ÿ         Life insurance investigation by Bush and Begeman

Ÿ         Adopted meeting schedule

Ÿ         Finalized language for upcoming February election in regards to the operational and capital millage requests

 

Parks and Recreation:  On agenda.

 

Cemetery:  No report.

 

Facilities:  Catton stated he will report in January.

 

PUBLIC COMMENT:  None.

 

NEW BUSINESS:

 

Debbie Slocombe discussed preliminary approval of the grant request.  Slocombe read letter stating to take no action until DNR receives State approval.  Slocombe stated there is a need for a new appraisal.  Discussion regarding addendum received from the Herman family.  Discussion regarding need for a survey before any money could be given to the Hermans.  All Board members agree that a survey must be obtained before any money can exchange hands.  Slocombe wants to let Pam Mork know that the intentions are to purchase the land but the Board feels a survey must happen first. 

 

MOVE BY BAHLE SUPPORT BY VAN HUYSTEE TO COMMISSION A SURVEY BY METES AND BOUNDS NOT TO EXCEED $2500.

Leelanau Land Surveying was discussed to use a the surveyor.  Tom Nixon pointed out that a letter should be drafted to address the December 31st deadline and the items that were discussed here tonight. 

 

MOVE BY SLOCOMBE SUPPORT BY SEND TO APPROVE PAYMENT TO THE HERMANS IN THE AMOUNT OF $34,000 UPON COMPLETION OF A SURVY THAT DETERMINES THE LAND IS NOT LESS THAN 122 ACRES AND THE STATE GIVES APPROVAL TO THE DNR TO TAKE ACTION.

OLD BUSINESS:

 

Budget Amendment Year-End:

 

Herman discussed amended increases in the budget. 

 

MOVE BY HERMAN SUPPORT BY BAHLE TO AMEND THE BUDGET 3-31-07 AS PRESENTED BY THE TREASURER IN THE AMOUNT OF $202,070.

NEW BUSINESS CONTINUED:

 

Summer Tax Collection:

 

Herman referenced letter received from Northport, Glen Lake, Suttons Bay and Leland School Districts regarding summer tax collection.  Herman stated treasurers would meet in January to discuss.

 

Payment of the Bills:

 

It was requested to add to the bills the addition of paying five Board members for one hour.

 

MOVE BY BAHLE SUPPORT BY CATTON TO APPROVE THE PAYING OF THE BILLS AS PRESENTED WITH THE ADDITION OF PAYING THE FIVE BOARD MEMBERS.

Speed-study Request-  Stallman Road:

 

Discussion regarding request for speed -study on Stallman Road.

Discussion regarding Board member occupancies.

MOVE BY BAHLE SUPPORT BY VAN HUYSTEE TO REAPPOINT JAMES ECKERLE AND BILL KLEIN SR. AND APOOINT BILL DROZDALSKY TO THE BOARD OF APPEALS FOR A THREE YEAR TERM.

MOVE BY BAHLE SUPPORT BY SEND TO REAPPOINT CORBIN AND NIXON TO THE PLANNING COMMISSION FOR ANOTHER THREE YEARS.

MOVE BY BAHLE SUPPORT BY CATTON TO APPOINT BARB JAMESON TO THE PLANNING COMMISSION FOR A THREE YEAR TERM.

MOVE BY BAHLE SUPPORT BY HERMAN TO APPOINT WITTEVEEN AND MARTIN TO ANOTHER THREE YEAR TERM ON THE ZONING BOARD OF APPEALS.

MOVE BY BAHLE SUPPORT BY HERMAN TO APPOINT BOB JOHNSON AND BILL DROZDALSKY TO THE REC COMMITTEE FOR A THREE YEAR TERM.

Hire Stauder-Barch as “Continuing Disclosure” Agent:

 

Discussion regarding hiring Stauder, Barch and Associates to act as dissemination agent on behalf of Suttons Bay Township. 

 

MOVE BY CATTON SUPPORT BY SEND TO HIRE STAUDER,BARCH AND ASSOCIATES AT THE FEE OF $200 TO ACT AS DISSEMINATION AGENT AND PREPARE AND FILE THE CONTINUING DISCLOSURE DOCUMENTS.

BOARD COMMENTS:

 

Van Huystee discussed $10,000 given to McClures that is in escrow account and why the hold up.  Bahle stated that MDOT is holding it up. 

Catton recognized the hard work the Rec Committee has done.  Discussion regarding time spent by Rochelle and Steve  with the two Townships.  It was decided that Send and Catton would meet with Rochelle and Steve to discuss. 

Herman stated she would be gone next week.
